Details

In IE9 the link underline is shown at the level of the file image bottom, not directly under the Title text.
This happens with all Title links in the File and Category Layout.
Probably due to the fact the the image is also used as link.
This is clearly visible with the download Download button as the a line appears at the right side of the icon.
