In menu item possible to set display or not Categories and Subcategories description

But if I don't have menu items?

Is it possible to set this option global?

Hi
Presently that is not a global option but it would seem to be a sensible idea to have a global default.  The most logical place would be to have such a selection in the Group Settings of the Users Groups Settings.
If set in a menu item then that would overrule the global setting.

Would having Downloads description viewing be an extra need?

I think, the logical place would be to have such a selection in FrontEnd tab settings.

My idea is to display description of subgategories only on page with files list and do not display in categories list.

Hi
If set in Front End tab then it would mean all groups are forced to same situation.  The growing tendency is to allow more selectivity for individual groups.
That having been said maybe one could have a global default in Config but allow override in user groups.  Will depend on Arno and ease of implementation etc
