Unable to Delete Download Layout - [Fixed in 4.0.10]

Updated to 4.0.9 AOK
Went to Layout and duplicated layout 'Alternate Files Layout v3.9' to give 'Alternate Files Layout v3.9 (2)'
On main Dowloads Layouts page selected 'Alternate Files Layout v3.9 (2)' and from the Actions tab selected 'Delete'
the message box 'Are you sure' appeared and selected OK
This gave "An error has occurred.

    0 Class "Joomla\CMS\Access" not found"
   So went to Global Config and set System - Debug System to Yes, then on Server tab set Error Reporting to 'Maximum'.

Went to Layouts Download as above and selected  'Alternate Files Layout v3.9 (2)' selected Delete from Actions  pulldown again as before
But no extra reports generated, just the  Class "Joomla\CMS\Access" not found message

When I chcked anothe site with 4.0.9 got report
