Downloads - Default Layout - Does not seem to work?[solved]

First of all I am new user of Jdownloads, so please excuse my lack of knowledge.
In the Jdownloads Options - Content Plugin you can set a default layout.
However when I change it the original layout is still used.
I can't see in any menu or category options where the layout is specified, so I assumed the default layout would be used, but it does not look lite it is.
So how can I change the default layout? is there a setting I have missed??

I have found something on the layouts where they are active or not active.
The layout I want is not active.
But I am not able to change the option from Non active to Active....the option is 'greyed out'

OK Found the Answer.
You have to select the layout. The select Actions Tab and choose activate
