Support for jDownloads 3 has been ended
Since 17 August 2023 Joomla.org has discontinued support for Joomla 3.x. Therefore, we will no longer offer official support for our Joomla 3 jDownloads version 3.9.x from January 2024.
Please update your website to the latest Joomla version (Joomla 4 or Joomla 5) as soon as possible. Afterwards, please update jDownloads to the latest published version. The longer you delay, the more difficult the upgrade process for your website is likely to be.

Hello,
Can anyone give me some info from where I can modify this line from the download page?
"You do not have permission to download this file."

This line is in the English Language file
your site/language/en-GB/en-GB.com_jdownloads.ini around line 93 There is also another one around line 95. So I do not know to which one you are referring. 

Be very, very careful if you should choose to edit this file.

However I am interested to know why you want to change it?

I actually think the line "You do not have permission to download this file." which appears in the header part of files listings would be better if it was "You do not have permission to download some or all of these files."

Also note that it will be reset on the next update.  The Language files are always being updated as we introduce new facilities.

I do not directly have you answer. But can you provide some information about your directory permissions?
Backend > Site Menu > System Information > Directory Permissions
Please provide the status of the directories.
