after upgrade to 3.2.25 get Warning: Failed to move file! [Solved not a bug]

I have managed to work the uploads as well as downloads with certain user permissions so far so good until I have upgraded to the latest version 3.2.25 now when I wanna upload it gives me an error WARNING
Warning: Failed to move file! ERROR Save failed with the following error: COM_JDOWNLOADS_BACKEND_FILESEDIT_CHECK_PERMISSIONS, I FTP to check the mentioned folder permissions as the error indicates
but there is nothing odd its the normal 755.

Please if you may point me in the right directions.

Your prior version was 3.2.24?
Select you an additional second file as 'preview file'?

On some servers required here 777 but when you say that it has worked before it can not be the reason.

Yes it worked OK on previous version which is 3.2.24, the permissions are still OK, how ever I don't know what I am missing on the new version...I am bit skepitic of 777 at times I use 775 to upload batch files via ftp then switch back to 755 for front end uploads....now my front end uploads give me this error..
