Put file types to Open in Browser in User Group Settings

User Groups Settings - Group Creation/Editing Settings has the list of file types that the user may download in the Allowed File Types field.  It would seem logical to also add a field "Which file types are to be opened in the Browser?". The field in the main config- Downloads tab would then just be the default setup for the user groups.
