Upload and auto publish do not act like I need [Solved]

I want the user to add files, which then are publicly available. Unfortunately, the file sent by the user does not appear immediately on the site. It appears in the back and waiting for authorization admin. Only after authorization it can be downloaded. I want to skip this authorization. In the monitoring settings I've got YES in auto publish option but it doesn't work. At the moment page is not on any server, but on my laptop and I'm using Joomla! 3.4.2.

This setting has nothing to do with the user upload from frontend.
Here is important the settings on the screenshots below.

It works. I forgot that some users belong to different groups (registered and administration) and I have give acces to all groups separately.
