can no longer download files frontend [not a jD problem]

Hi,

I can no longer download files on one of my sites - just loads the home page. This change happened after end of February. Recent changes include php from 5.6 to 7.0.

I have tried rolling back php to 5.6 to test but still cannot download.

jDownloads 3.2.47 and Joomla 3.6.5

Note from Colin:  jD 3.2.46 does work with PHP 7.0 but not 7.1

I figured it out. The File directory was locked out by my htaccess file.
