When I position 2 jdownload tree modules on the same page I can only get one to expand when the "+" is clicked. Both work separately as I have tested by disabling each one it turn. Any ideas what this could be?

Presume you made a copy of the tree module so it has a different id.
Do not think you can have the same module active more than once on the same page.   Believe this is due with the way Joomla! actions user input to a module.You could trythe free  Modules Anywhere from Regular Labs as that is a plugin.  That Plugin would use the id to refer to the second module, and the plugin could be in a Custom Module.  May work.
