I cannot found how to make it possible for a user on the frontend of jdownloads to add a sub-category ?

Hi
In jD there is no way for categories or sub cats to be created in the front end. That is Categories of any level can only be created in the backend.
There are ways in which you can restrict the facilities available to a user group in the back end.  So I suggest you investigate that scheme.
