jdownloads create permission is locked, how do i unlock it on permission

I have inherited a joomla 1.5 site which i have migrated to 3.2 all is well so far except for the jdownloads functionality, (the create option  on permissions on back end  is locked and greyed out) how do I unlock it..?

I want all public users on my site to view and download files and only the registered members should be able to upload files, so that means all users can view and access downloads on front end and  registered users can view, download and upload only after login in,
so far I have migrated the files and now functionality is not working as i want it to. Please any one to point me in the write direction.

Could you describe how you went from Joomla 1.5 to Joomla 3 please?  Have you set up the ACL permissions in jDownloads?  The default is to allow no permissions.  There are some articles in FAQ about ACL stuff.

Oh yes it had to do with my joomla user-group settings.....thanx a lot
