Inactive Modules

[Forsythracing]

I am curious are these modules suppose to be active and if so were are they suppose to navigate to.
The reason I ask is that all previous non joomla websites I have owned users could click on the new downloads tab and it would highlight all new downloads that were uploaded on that date within a 3 week time frame.

I would have a top 10/50 most download files etc
most popular based on that category
and a download statistics graph.
