Non-empty categories hidden

Hi, me again, sorry!
It seems that the new 3.2.54 release hides all categories if one of them is empty.
Using the example below, if 2017, 2016 and 2015 have downloads then they show, but if for example 2015 is empty and show empty categories is set to "no" then 2017 and 2016 disappear too!

If you see the notes about the about .54 some of the enhancements made in .53, which includes the bug above, were reverted as it created upload problems. So apologies.
